Call for Applications for the Second Cohort of the Mastering English and French for Excellence (MEFE) Project
- Introduction
According to the Rwanda National Institute of Statistics (NISR, 2020), while nearly 99% of the population speaks Kinyarwanda fluently, only 12% demonstrate proficiency in English and just 7% in French. Moreover, less than 5% actively use these languages in professional settings. This language gap presents a barrier to effective communication, international collaboration, and regional integration, particularly as Rwanda positions itself within multiple trade blocs where English and French are key working languages.Tailored to bridge the gap and accelerate effective communication for Rwanda’s workforce, The Result, in collaboration with Lanova Translation and Communication, launched a five-year project entitled “Mastering English and French for Excellence (MEFE) Project” in January 2025. The MEFE Project aims to connect 2,000 members of Rwanda’s workforce with English and French skills to compete at both regional and international levels. This program is guided by clear qualification benchmarks aligned with the common international framework of reference for languages, ranging from A1 (beginner) to C2 (proficient).Building on the achievements of the first cohort, which successfully empowered 36 participants in English and French, we are now launching the second cohort with an ambitious target of empowering 50 students in English and 50 in French. This intensive 10‑week learning program is scheduled to commence on June 15, 2026 and end on August 21, 2026.
- Objectives of the project
By the end of the cohort, the learners will be able to:
- Communicate fluently and accurately in both English and French across social, academic, and professional contexts, using appropriate language and tone.
- Understand and produce a variety of spoken and written texts, expressing ideas clearly, coherently, and persuasively.
- Apply strategies and digital tools to continue improving their language skills independently and use language to support learning in other disciplines.
- Improve bilingual and multilingual communication competencies, fostering greater interaction and collaboration in multicultural and international environments.
- Strengthen participants’ confidence and proficiency in verbal and written communication, enhancing their ability to engage with international partners and clients.
- Contribute to Rwanda’s broader economic and diplomatic ambitions by reducing language barriers and leveraging Rwanda’s efforts in global settings.
- Support motivated candidates in preparing for TOEFL or IELTS in English, and DELF or DALF in French, thereby equipping them to seize global opportunities that require these certifications
- Conquer the fear of public speaking by building confidence and mastering effective communication techniques.
- Target population
The MEFE project is designed to benefit a wide range of Rwandan workforce across both the public and private sectors, with a strong focus on enhancing multilingual communication to support national development ambitions. The primary target beneficiaries include:
- Government officials and public sector employees
- Staff from both local and international Civil Society Organizations (CSOs) and Non-Governmental Organizations (NGOs)
- Staff from private sector organizations
- Business owners and entrepreneurs
- Higher education students (Bachelor, Masters, and PhD levels)
- Date and Venue
The program's sessions will be held in a hybrid format (both in person and virtually). The learning sessions will run between June 15th, 2026 – August 21st,2026. Classes will be held on Mondays, Wednesdays, and Thursdays from 6:00 PM to 8:30 PM, available for both in-person and online attendance.

- Certificate
At the end of each program cohort, certificates will be awarded based on the level completed, ranging from A1 to C2. These include potential B1, potential B2, potential C1, and potential C2. The certificates will provide participants with credits to sit for the respective proficiency examinations after completing the program.
