TERMS OF REFERENCE FOR GRANT PROJECT ACCOUNTANT
Background
TRUK Rwanda is seeking to recruit a “Grant Project Accountant.”
Introduction: TRUK Rwanda provides logistics solutions for farmers, businesses and importers/exporters. Our mission is to optimize Rwanda’s food supply chain by offering cold storage and logistics solutions, reducing post-harvest loss and connecting farmers to markets. We have a fleet of 22 trucks and 12 cold rooms in Rwanda. We are adding a packhouse with the goal of exporting avocados.
Job Purpose:
The Project Accountant is responsible for ensuring accurate, timely, and compliant financial reporting for the donor-funded project. This role oversees budget implementation, expense tracking, milestone-based financial reporting, and coordination with auditors. Duration: 2 year contract with opportunity to extend.
Key Responsibilities
- Financial Reporting & Compliance. Prepare and submit complete Financial Reports for each project milestone, including supporting documentation. Ensure all project expenses are reported on correct budget lines and include proper supporting documents (invoices, timesheets, receipts, bank extracts, etc.). Maintain a clear audit trail from expenses to financial reports. Track actual expenses against the approved budget and flag variances, ensuring deviations are within the allowable thresholds (≤10% or €10,000 per budget category).
- Procurement Oversight Support. Ensure financial compliance with procurement guidelines based on expense thresholds. Maintain procurement-related documentation for all project-related expenses to facilitate audit readiness.
- Audit Support. Maintain all records for project financial audits, ensuring readiness for final audits in accordance with ISA 800/805 standards. Ensure the audit report and management letter are submitted within EEP’s deadlines and requirements.
Qualifications and Experience
- Bachelor’s degree in Accounting, Finance, or a related field.
- At least 5 years’ experience in project accounting, preferably for donor-funded or international development projects.
- Experience in managing project budgets of minimum $1 million
- Experience in financial reporting, auditing, and budgeting in accordance with internationally accepted accounting principles.
- Proficiency in financial management systems and MS Excel.

- Ability to interpret financial data and provide guidance to project managers.
- Excellent communication and coordination skills to liaise with project team, donor and auditors.
- Ability to work independently and meet tight reporting deadlines.
