2. Background

SNV is implementing Farm to Market Alliance (FtMA) ,  a WFP-led initiative in Rwanda that aims to make markets work better for smallholder farmers. With a strong focus on increasing incomes and resilience, FtMA supports smallholders to actively participate in commercially viable value chains. The initiative uses a demand- and market-driven approach, linking farmers to reliable input suppliers, technologies, services, and structured markets. FtMA’s vision is to build sustainable food systems by strengthening market linkages, empowering smallholders to boost productivity and income, and contributing to long-term food security and rural transformation.

3. About the call

SNV Rwanda, as part of its commitment to fostering inclusive and sustainable agricultural transformation, is seeking Expressions of Interest from qualified individual consultants and consulting firms to deliver specialized technical support across six key areas. The aim is to enhance the organizational, business, and market readiness of agricultural cooperatives and Farmer Service Centres (FSCs). These services are organized into six thematic lots, each with defined scopes and requiring specific professional qualifications and proven experience. Interested parties are invited to submit proposals in line with the detailed requirements and technical specifications outlined in this call.

  • At least master’s degree in Gender studies, social science, law, development studies.
  • Over 5 years of experience in commissioning/ conducting assessment in the areas of gender integration for programs and projects operating in agricultural, access to finance, market access initiatives
  • Proved 5 years in building capacities for cooperatives in the areas of Gender and social Inclusion (GESI), women participation, and empowerment men- engagement, t, etc.
  • Have good adult / youth training experience would be an advantage.
  • At least, 3 certificates of good completion for the previous similar work done.

  • Proved experience in delivering training around digital literacy.

  • Over 5 years of experience in working with agri-cooperatives. /SMES
  • Familiar with Rwanda agricultural market landscape.

  • Over 5 years of experience in working with Agri-cooperatives.
  • Proved 5 years in market research, building capacities for cooperatives in the areas of BDS, governance, market linkages, and quality assurance.
  • Have applied scoping insight approach would be an advantage.
  • At least, 3 certificates of good completion for the previous work done

6. Key compliance issues

Consultant must comply with SNV’s environmental and Social Safeguarding policies and procedures as well as take into consideration donor-specific requirements.
