TENDER NOTICE: SUPPLY OF MEDICAL EQUIPMENT AND SUPPLIES

Health Builders Rwanda invites all interested, eligible, and qualified suppliers to submit sealed bids for the supply of medical equipment and supplies.

Background

Health Builders Rwanda is a non-profit organization registered in Rwanda. We collaborate with the Ministry of Health (MOH) and local governments to strengthen primary health care systems and ensure access to quality health services for underserved communities.

We provide training, mentorship, essential equipment, and health infrastructure to ensure that rural communities can access reliable and quality healthcare.

Currently, we support 54 primary healthcare (PHC) centers and their associated health posts, as well as community health workers (CHWs) in the districts of Rwamagana, Rulindo, and Nyabihu, serving a population of over one million.

Tender Objective and Scope

In collaboration with the MOH and Rwanda Biomedical Center (RBC) with the support of Novartis Pharma AG, Health Builders Rwanda is implementing a holistic and integrated cardiovascular disease (CVD) management program aimed at expanding access to diagnosis, treatment, and long-term care across Kicukiro, Bugesera, and Rwamagana.

Note: Reagents quantities are estimates and may be adjusted based on real patient numbers. The supply will be based on purchase orders.

Bids Submission Guidelines

  • Bids must be submitted in sealed envelopes labeled “Tender for the Supply of Medical Equipment and Supplies” and include the bidder’s name and contact details.
  • Proposals must be delivered no later than May 02, 2025, at 3:00 PM (local time) to:

  • The bid opening will occur on the same day at 3:30 PM (local time) in the presence of interested bidders.

Eligibility and Evaluation Criteria:

  1. Supplier registered in Rwanda and specializing in medical equipment and supplies.
  2. Valid tax clearance certificate and VAT registration
  3. Demonstrated experience supplying similar goods (including at least three reference clients).

4. Complete technical documentation including:

  • Equipment specifications
  • Brand, model and pictures
  • Warranty details
  • Price breakdown (including taxes and delivery costs to the Health Builders office)

5. Ability to supply all items within 45 calendar days of signing the contract or receiving a purchase order (preferred).

6. Certifications or licenses demonstrating quality standards or regulatory compliance (if any).

7. Evaluation will be based on:

  • Technical compliance
  • Product quality
  • Price competitiveness
  • Delivery timelines
  • Supplier's experience and qualifications

Important: Health Builders Rwanda reserves the right to reject bids that do not meet the specified criteria or are submitted after the deadline.
