The Ministry of Health received financing from the African Development Fund (AfDB), hereinafter called the Bank, toward the cost of the Regional Pharmaceutical Sector Support Projectand intends to apply part of the proceeds toward payments of the contract for the Supply and Installation of EAC RCE-VIHSCM Lab For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank’s Disbursement Guidelines and procedures for Investment Project Financing, except for those payments that the contract provides to be made through a letter of credit.
The Ministry of Health invites sealed Bids from eligible Bidders to supply and install EAC RCE-VIHSCM Lab Equipment as detailed in the bidding document. The tender comprises only one lot as mentioned above.
Bidding will be conducted through the Open Competitive Bidding (International) (OCBI) methodas specified in the Bank’s ProcurementFramework,the Procurement Policy for Bank Group Funded Operations, dated October 2015, and is open to all eligible bidders as defined in the Procurement Framework.
All interested bidders may obtain some complementary information through email: kwizera@moh.gov.rw or alphonse.hakizimana@moh.gov.rw the procurement specialist in the Ministry of Health or visiting the Head office of the Ministry of Health located in Rwanda, City of Kigali, Kicukiro District (SONATUB) in the office of Procurement, Secondfloorofthebuilding. This can be dome within four-sixths (4/6) of the deadline period for the submission of bids as of the date of tender notice publication days before the fixed deadline for the submission of bids.
For submission of their bids, all interested bidders must pay a non-refundable fee of Ten Thousand Rwandan Francs (10,000 frw) and bid security indicated by the system. All amountswill be deposited into the Rwanda Revenue Authority’s Bank Account opened at the following Commercial banks in Rwanda, namely: BK:040-0315129-09,I&MBANK(BCR): 1000256542426,COGEBANK:1390030469,KCB:4400995410,BPR:400372515718. The Proof of payment must bear the tender reference number of the tender.
The tender must be couriered or hand-delivered in a sealed envelope marked with the reference It must be delivered at the office of the Procurement in the Ministry of Health(MoH) located in RWANDA, City of Kigali, Kicukiro District, at SONATUBE on the second floor, not later than 30th July 2025 at10:00am local time. Late bids will not be accepted. Bids will be opened publicly on the same day at 10:30 am local time in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the following address.
All bids submitted must be accompanied by a Bid Securityof Seven million, eight hundred fifty-one thousand, nine hundred ninety Rwandan Francs (Frw. 7,851,990) or any easily convertible currency.
Attention is drawn to the Procurement Framework requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form included in the Bidding Document.
