The Ministry of Health received grants from the African Development Fund (AfDB) hereinafter called the Bank toward the cost of the Regional Pharmaceutical Sector Support Project and intends to apply part of the proceeds toward payments of the contract for the Purchase and Installation of Lab equipment to upgrade the Rwanda Food and Drugs Authority. For this tender, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank’s Disbursement Guidelines and procedures for Investment Project Financing, except for those payments that the contract provides to be made through a letter of credit.

TheMinistry of Health now invites sealed Bids from eligible Bidders for the Purchase and Installation of Lab equipment to upgrade the Rwanda Food and Drugs Authority as detailed in the bidding document. The tender is comprised by one indivisible lot.
Bidding will be conducted through the Open Competitive Bidding International (OCBI) method as specified in the Bank’s Procurement Framework, the Procurement Policyfor Bank Group Funded Operations, dated October 2015 and is open to all eligible bidders as defined in the Procurement
All interested bidders may obtain some complementary information through email: kwizera@moh.gov.rw or alphonse.hakizimana@moh.gov.rw, or visiting the Head office of the Ministry of Health located in Rwanda, City of Kigali, Kicukiro District (SONATUBE) in the office of Procurement, Second floor of the building. This can be done within four-sixths (4/6) of the deadline period for the submission of bids as of the date of tender notice publication, days before the fixed deadline for the submission of bids.
The Bidding Document in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Frw 10,000 or in a convertible currency. The method of payment will be direct deposit to the followingaccounts: 1000009586 (Currency: FRW) and 1000009624 (Currency: US$) – Swift Code: BNRWRWRW) of CAMERWA ASBL opened at NATIONAL BANK OF RWANDA and 00040-00049366 26 of RMS LTD, opened in BANK OF KIGALI. The Proof of payment must bear the tender reference number of the tender.
The tender must be couriered or hand-delivered in a sealed envelope marked with the reference number.It must be delivered at the office of the Procurement in the Ministry of Health (MoH) located in RWANDA, City of Kigali, Kicukiro District, at SONATUBE on the second floor, on 30^th July 2025 at 10:00AM local Late bids will not be accepted.Bids will be opened publicly on the same day at 10:30 am local time in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the following address.
All Bids submitted must be accompanied by a Bid Security of Nine Million one hundred sixty-seven thousand nine hundred seventy-eight Rwandan Francs(Frw.9,167,978)or any easily convertible
