Ultimate Developers Ltd (UDL) is a private real estate company leading the way in transforming the property business in Rwanda. UDL has a growing portfolio of Residential and Commercial projects that are changing Rwanda's real estate landscape. It’s a flagship project, the unique Vision City neighborhoods, is the biggest upscale suburb in Kigali and Rwanda at large with the first phase of 504 units which are completed and sold. Furthermore, UDL is developing Vision City-Phase 2, a GREEN, SMART, WELL and SUSTAINABLE neighborhood, Heza Estate in Batsinda, as well as managing all the properties of Rwanda Social Security Board (RSSB) within Kigali and Upcountry. UDL has finalized the design of an iconic tower Kigali Green Comple to grace the skyline of the Kigali Central Business District and construction will start soon.
The objective of this tender is to enter into a one-year framework contract with a competent service provider that can provide services of emptying the sewage treatment plants (STPs) in all RSSB buildings under UDL management including Vision City I&II on behalf of UDL.
This Tender comprises One (1) indivisible Lot.
This Letter of Invitation is addressed to all competent companies with vast experience in providing services of emptying the sewage treatment plants (STPs) in accordance with the Terms of reference herein. Bidding will be conducted through National Open Competitive Bidding(NCB).
Interested bidders shall purchase the Request for Proposal (RFP) Document at a fee of Ten Thousand Rwandan (10,000 RWF) via Ultimate Developers Ltd Account Number opened in Bank of Kigali, Account Number: 100004408289 in the names of Ultimate Developers Limited (UDL) and may obtain further information at UDL Head Office (Address below) during office hours 09:00 a.m. to 05:00 p.m. Local Time or via email.
Interested bidders may obtain further information on the Tender Document and other clarifications at UDL Head Office (Address below) during office hours 08:00 a.m. to 05:00 p.m. Local Time.

All competent bidders interested in this tender must participate in the organized sites visit to assess the sites conditions for the STP as per the following schedule:

Well typed bids written in English, clearly marked with the Tender Title and tender reference number shall be deposited in sealed envelopes at the Procurement Office of UDL not later than 2nd May 2025 at 10:00 a.m. local time (8:00 a.m. GMT).
Bids will be opened in the presence of bidders’ representatives who choose to attend on 2nd May 2025 at 10:00 a.m. local time (8:00 a.m. GMT) in the Board Room of UDL HQ, 9th Floor /RSSB Building – Tower II. Bids shall remain valid for 120 days after the Deadline for Bid Submission prescribed above.
Detailed Terms of Reference with qualification criteria required are found in the Tender Document to be purchased.
UDL reserves the right to cancel the tender at any stage of the procurement proceedings at its sole discretion.
The procurement process shall comply with the provisions of UDL Procurement Manual.
