Background
The Scottish Government (SG) was the first Government globally to commit funds specifically to climate justice, launching the Climate Justice Fund (CJF) in 2012, and ensuring that this fund not only supports communities in partner developing countries to become more resilient to climate change but does so in way that acknowledges, and tackles embedded inequalities. The purpose of the 3-year Scottish Government funded CJC Programme is to implement effective climate justice interventions focusing on community voice and needs, prioritizing marginalized communities, women, and people with disabilities, and considering the Scottish Government’s pillars of climate justice. The CJC Programme will be “of” and “for” the community: communities will be engaged in a participatory, culturally sensitive manner to identify climate-change-related needs (in their own terms) then design interventions (owned by them) to respond.
The Programme will be implemented across 3 Districts (Gisagara, Karongi & Ngororero) and jointly in consortium with Trocaire (Principle Sub-Contractor) and local delivery partners including Rwanda Climate Change and Development Network (RCCDN), its member’s Organizations (DUTERIMBERE ONG, DUHAMIC-ADRI as well as the National Union of Disabilities Organisation in Rwanda (NUDOR).
Soil erosion and land degradation are major environmental challenges in the hilly areas of Karongi District. To address this, progressive terraces have been developed across 144 hectares in Mutuntu, Gitesi, and Murambi sectors. To enhance the effectiveness of these terraces and promote long-term land stability, DUTERIMBERE ONG in partnership with Trocaire Rwanda is inviting qualified service providers to implement a comprehensive vegetation establishment activity on the terraces.
Objective
The main objective of this assignment is to stabilize soil on the progressive terraces by establishing appropriate vegetation, which includes:
- Grass plantation for immediate ground cover.
- Shrubs plantation to provide medium-term soil anchoring and erosion control.
- Agroforestry tree planting to offer long-term environmental and economic benefits.
Scope of Work
The successful bidder will undertake the following tasks:
Conduct a preliminary site assessment in collaboration with Duterimbere ONG Staff.
Prepare and implement a vegetation establishment plan covering:
- Grass species appropriate for ground cover and quick soil stabilization.
- Shrub species suitable for erosion control and soil improvement.
- Agroforestry trees that are ecologically suitable and provide long-term benefits (e.g., fruits).
- Site preparation, including marking and planting.
- Supervision and maintenance during the initial establishment phase (minimum 3 months).
- Engage with local community members for awareness and participation.
- Report on progress and challenges throughout the implementation period.
Deliverables
- Detailed vegetation establishment plan and work schedule.
- Record of species used and quantity planted per hectare.
- Photos on progress updates during planting and after establishment.
Final technical report detailing:
- Total area covered
- Planting success rate
- Community engagement activities
- Recommendations for maintenance and follow-up
Eligibility Criteria
Bidders must:
- Be a legally registered entity in Rwanda.
- Have proven experience in land restoration, agroforestry, or similar vegetation establishment projects.
- Demonstrate access to qualified technical staff (agronomist, forestry technician, etc.).
- Provide at least two references from previous similar assignments.
- Have the capacity to mobilize resources and implement the work within the specified timeframe.
- Proof of using EBM
