These former districts are Huye, Karongi, Kigali, Gicumbi, Muhanga, Musanze, Nyagatare, Nyamagabe, Rubavu, Rusizi and Rwamagana.

TENDER TITLE: Additional Retrofitting Works for 74 Residential Houses in Karongi District (Mutuntu, Murambi, and Gitesi Sectors)

Introduction:

Duterimbere ONG, founded in 1987, is a Rwandan non-governmental organization dedicated to the economic empowerment of low-income, economically active women in the fight against poverty. Its commitment is manifested through initiatives such as entrepreneurship, access to finance, food security, horticultural value chain development, job creation and advocacy. Created by 29 women, the organization aims to promote and recognize the role of women in development at all levels. It currently has 1,044 members in 4 provinces and the city of Kigali, Rwanda.

DUTERIMBERE ONG in partnership with TROCARE Rwanda via Scottish Government are implementing a project named Climate Justice Communities in Karongi District in 3 sectors of Gitesi, Murambi and Mutuntu with aiming of supporting vulnerable groups such as the youth , people with disabilities, women headed household and Survivors of Genocides against the Tutsi 1994 to become adaptive on climate change issues.

With many activities implemented include, retrofitting houses, establishment of progressive terraces, providing livestock’s to the community members, providing agri inputs and more like establishing tree beds nurseries in each sector, and also capacity building through trainings.

In the process of retrofitting houses to improve structural integrity, additional construction tasks such as pavement work, ceiling, fence establishment, and wall plastering are often required. These supplementary tasks are frequently underestimated, leading to compromised work quality. A comprehensive approach is needed to accurately assess, plan, and integrate these additional components into retrofitting to ensure durability, and cost-effectiveness.

Background

DUTERIMBERE ONG, in line with Trocaire Rwanda in Climate Justice Communities its commitment to enhance rural housing quality and resilience, invites eligible and competent service providers to submit bids for additional retrofitting works on 74 residential houses located in Mutuntu, Murambi, and Gitesi Sectors of Karongi District.

The goal of this intervention is to ensure that the targeted houses meet acceptable living standards by providing essential structural and finishing improvements.

Scope of Work

The scope of the additional retrofitting works includes the following for each of the 74 houses:

Installation of Reed Fencing:

  • Establish a durable fence of 1, 5 meters using locally available reeds around the residential compound.

Ceiling of Reeds:

  • Supply and installation of traditional reed ceilings in all rooms of the house.
  • Proper treatment to prevent pest infestation and ensure durability.

Interior and Exterior Pavement:

  • Laying of appropriate paving material inside the house (where applicable) and immediately outside for walkways.
  • Must include a drainage slope and aesthetic finish.
  • Pavement outside and inside must be inclusion

Outside Hard Plastering:

  • Application of hard, weather-resistant plaster on the entire outer surface of each house.
  • Must ensure a smooth and crack-free finish using approved plastering materials.

All works must comply with local construction standards and be supervised by technical personnel from the contracting authority.

Deliverables

  • Completion of all specified works on 74 houses.
  • Site clearance and proper disposal of construction waste.
  • Photographic documentation of before and after conditions for each unit.

Eligibility and Qualification Criteria

Interested service providers must submit:

  • Valid business registration and relevant licenses in Rwanda.
  • Proof of at least three similar construction/retrofitting projects successfully completed in the past five years.
  • Evidence of tax and social security compliance.
  • Technical proposal outlining approach, methodology, and implementation schedule.
  • CVs of qualified technical personnel.
  • Detailed financial proposal, including all applicable taxes.
