Senior Data Architect Rwanda
Location: Kigali, Rwanda. Hybrid: initially remote, transitioning to ~3 days/week in-office once established

The Role
We are looking for a Senior Data Architect to serve as the technical authority for data architecture and integration across Rwanda’s national health information ecosystem. In this senior, hands-on role, you will own the end-to-end technical delivery lifecycle of data integration initiatives, from scoping and requirements definition through validation, acceptance, and ongoing lifecycle management, while designing and governing scalable, secure, and compliant data solutions supporting Zenysis initiatives, including the Digital Health Impact Accelerator (DHIA) and the Health Intelligence Centre (HIC).
Working in a highly matrixed environment, you will act as the technical lead and delivery owner, coordinating closely with engineers, technical advisors, product and project managers, and Ministry of Health counterparts to translate complex health-sector needs into robust, adoptable data architectures. The role requires balancing a high volume of integrations with rigorous standards for data quality, governance, security, and regulatory compliance, ensuring solutions are delivered, accepted, and sustained by client teams.
Key Responsibilities
- Own end-to-end technical delivery of health data integration initiatives, from scoping and requirements through validation, acceptance, and lifecycle management.
- Lead technical planning and coordination across engineering, product, delivery, and client teams to ensure timely, high-quality outcomes.
- Serve as the primary technical point of accountability for delivery results, client acceptance, and long-term adoption.
- Partner closely with MoH, RBC, and program teams to identify priority use cases and translate policy and program needs into data solutions.
- Design pragmatic and scalable data access and integration solutions that enable analytics and decision-making within Rwanda’s health sector.
- Lead integration scoping and design, selecting appropriate technical approaches and providing oversight for full-scale implementation.
- Act as the internal technical authority on DHIS2, advising stakeholders on architecture, metadata, APIs, and interoperability best practices.
- Ensure strong data governance, quality, and compliance, including adherence to Rwanda’s data protection laws and data-sharing agreements.
- Build client technical capacity through training, coaching, documentation, and structured knowledge transfer to support national ownership.
- Provide senior technical leadership and risk management, guiding priorities, resolving blockers, and supporting sustainable delivery across initiatives.
What We’re Looking For
Education:
- Bachelor’s degree (Masters preferred) in Computer Science, Information Systems, Data Science, Health Informatics, or a related discipline
Experience:
- Minimum 4+ years’ experience in technical delivery, solution architecture, data integration, or similar roles.
- Demonstrated experience working within Rwanda’s health information ecosystem, including DHIS2.
- Experience leading or owning technical delivery in multi-stakeholder environments, ideally with government or public-sector partners.
- Familiarity with data protection and health information regulations, or the ability to learn quickly.
Technical Skills:
- Strong grounding in data architecture, integration design, and analytics enablement.
- Practical experience with Python and SQL, relational databases, and data warehousing concepts.
- Experience designing and consuming APIs and working with modern integration patterns.
- Deep understanding of DHIS2 architecture, metadata, APIs, and data models.
Behavioral Skills:
- Strong analytical and problem-solving skills in complex, ambiguous environments.
- Excellent communication skills, with the ability to explain technical concepts to non-technical stakeholders.
- Confident client-facing presence, including facilitation, training, and stakeholder management.
- Ability to balance technical depth with delivery ownership and coordination.
