A leading nonprofit organization operating in almost 30 countries around the world, we work with hardworking women and men in low income communities to ensure they gain the skills, confidence, and connections to build competitive farms, businesses, and industries. By linking people to information, capital, and markets, we have helped millions to create lasting prosperity for their families and communities.

TechnoServe is working with the Embassy of Sweden in Rwanda to design and implement a multi-year program that aims to break the cycle of vulnerability, poverty, and gender inequality in some of Rwanda’s poorest and environmentally fragile districts in the Western and Southern Provinces. The program uses a market systems approach to catalyze systemic changes that result in sustainable, increased incomes for tens of thousands of poor people, particularly women, living in Western and Southwestern Rwanda. ReGenerate Rwanda applies an environmentally sustainable/regenerative business lens to reduce economic, environmental, and social barriers that keep poor women, youth, and men trapped in poverty and unlock opportunities for their full engagement in and benefit from economic opportunities. To achieve its objective, ReGenerate Rwanda is working in close partnership with a diverse range of market actors to support a portfolio of interventions within priority sectors or cross-cutting market functions.

Scope of Work

The scope of work for this baseline data analysis and results reporting assignment entails conducting a comprehensive review and analysis of the baseline data (small dataset) that has already been collected. Quantitative and qualitative data analysis will be performed to identify trends, patterns, and insights relevant to the program. The consultant will then compile these findings into clear and concise reports, presenting key observations and recommendations to the program. Additionally, the consultant will provide insights on potential areas for further data collection or analysis to enhance the understanding of the program.

1. Payment Terms

The consultant and ReGenerate Rwanda program will agree on the remuneration and mode of payment prior to the start of the work. Charges related to taxes are to be borne by the consultant. As part of this negotiation process, the consultant should propose the fee s/he wishes to charge.

2. Qualification and Experience

At the minimum, the consultant must possess the following:

  • A degree in a field relevant to the assignment, such as Statistics, Economics, Business Administration, Information Management, Social Sciences or a related area with coursework focusing on statistical analysis and reporting.
  • Additional degree or certificates on data analysis, statistics is a strong asset.
  • A minimum of 5 years of working experience in social research, with a strong background in livelihoods research. Experience in using on-line data collection and analysis tools (such as CommCare, SurveyCTO, SPSS, Kobo, etc.) is an asset. Proven skills in quantitative and qualitative data collection, analysis and report writing.
  • Experience of working with non-governmental organizations, private actors and government institutions. Excellent organizing, presentation and communication skills.
  • Excellent command of English and Kinyarwanda.

3. How to Apply

The proposal should contain:

A letter of interest addressed to the Country Manager/TechnoServe Rwanda,

A Technical proposal showing the interpretation of the ToR and indicating a proposed methodology,

A financial proposal (expressed in Rwandan Francs indicating the cost required for the undertaking of the work required) and specifying payment terms and conditions.

A CV of the consultant showing previous relevant experience including at least 3 references for similar research with a description of the work done and the dates performed.

Submissions should include: “Expression of Interest to conduct Data Analysis and Reporting for the Baseline survey data” in the subject box.

Response Instructions

To ensure consideration, all responses must be submitted no later than 05/10/2024, written in English with prices stated in RWF. All responses must:

Contain a detailed cost with applicable taxes and other charges clearly identified. Provide requested payment terms and conditions.

Include a contact name, email address, and telephone number.

For quotes from a firm, provide a brief outline of the company and services offered, including the company's full legal name and address, the jurisdiction of incorporation, the full legal name and country of citizenship of the company's owners/principal officers, and the year the business was established.

If a consortium of firms or a team of consultants submits a quote jointly, the above information should be provided for each member of the team.

Only include attached files that are 10 MB or smaller in size. Do not include compressed (ZIP, RAR), executable, or other unusual file formats as these will be rejected.

Any quotes that are unresponsive will be summarily rejected.

Responses to this solicitation shall be deemed binding offers and must remain valid for acceptance for no less than 90 days from the closing date of this solicitation.

Any purchases resulting from this solicitation will be governed by TechnoServe's contractual terms and conditions, and may be subject to additional terms as required by donors funding the purchase.

TechnoServe expressly reserves the right to accept or reject any quote or to cancel the solicitation process at any time without explanation, with no liability to any respondent.

TechnoServe may, at its discretion, accept all or part of a respondent's offer.

All information provided by TechnoServe in this solicitation is given in good faith; however, details are subject to change. TechnoServe may require respondents to enter into a non-disclosure agreement as a prerequisite for consideration.

Respondents bear sole responsibility for all costs incurred in connection with the preparation of their response, including any third- party expenses.

All responses shall become the property of TechnoServe.

Respondents must fully disclose any conflicts of interest pertaining to this solicitation. Failure to comply may result in disqualification.
