The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. The GIZ Office in Kigali covers GIZ’s portfolio in Rwanda and Burundi. GIZ Rwanda/Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development, the European Union and other commissioning authorities in the following priority areas: Sustainable Economic Development, Good Governance, Climate, Energy and Sustainable Urban Development, Digitalization and Digital Economy, Mineral Governance, Peace and Security in the Great Lakes Region
The GIZ Country Office wishes to hire a construction company for its Direction Building bloc renovation which covers various changes to turn it into a modern sustainable office. The office to be renovated is located at KN 41st No17, Kiyovu
General Scope of the Project
The Project includes the whole renovation of the Direction Bloc where tiles, doors, windows and the ceiling will be changed in accordance with the design and new plumbing and sanitary equipment will be introduced accordingly.
Assignment Duration.
The duration of framework agreement will cover a period from 7 weeks after the signing the contract.
Site visit plan
Interested applicants should be available for a site visit at KN 41st No17, Kiyovu on 12th June 2025 at 10AM. Only applicants who will be present for the site visit will receive technical documents (artworks, BoQ.) for the assignment.
Contractor qualifications and eligibility
The contractor is required to provide at least 3 references of similar works showing its capacities to complete the planned project with the required finishing quality. The specified qualification and information below represent the requirements for a contractor to be eligible for this assignment:
- Only construction’s companies can apply.
- The bidder must have at least 3 years of experience in similar works (Offices and renovations) and other construction works with references/completion certificates.
- The bidder must have successfully completed 3 projects of the similar works with a net worth above 50,000,000 RWF (to be confirmed in self-declaration of eligibility form)
- The bidder must have an annual turnover of more than 100,000,000 RWF for the past 3 years (to be confirmed in self-declaration of eligibility form).
- A valid Rwanda Development Board (RDB) Certificate as proof that the company is officially registered and licensed to carry out construction works in Rwanda.
- Evidence that the company is VAT registered with RRA. (Attach the company’s VAT certificate)
- The contractor shall also be expected to present evidence of La valid tax clearance
Technical proposal
The contractor is required to describe the key processes for the services for which he/she is responsible and create a schedule that describes how the services are to be provided. In particular, the contractor is required to describe the necessary work steps.
Technical proposal should include brief description of why you would be considered as the most suitable for the assignment by providing the following:
- Company Profile and its structure focusing on company experience and technical team.
- Time frame and planning the works to be completed
- Describe the methodology focusing on description and installation of the site, supply methods, technical approach, management methods and manpower, health and safety measures, risk management and quality assurance
- List of equipment and materials to be used for the works
- List of personnel that will be allocated to the site during the works, this concerns the key personnel: Technical director, Site Engineer, Foreman, and Team captains (Captain of masons, captain of painters…)
Submission procedure
After the field visits, interested construction companies will receive by email the Bill of Quantities (BoQ), technical specifications and execution drawing plans.
Only candidates who attended the site visit will submit their applications (technical offer & financial offer). The Expression of Interest should contain the following:
Technical offer:
- A cover letter expressing your interest in this assignment
- Eligibility documents as described above (Administrative documents, self-declaration of eligibility, 3 references for similar projects).
- Technical proposal as described with up-to-date CVs of staff (Engineer, technicians)
Financial offer:
Financial offer indicates the all-inclusive total contract price, supported by a breakdown of all costs. The costs must be in RWF and VAT excluded. The bidder must use the BoQ template which will be shared to prepare the financial offer.

Offers submitted through any other sharing platform, as google documents or similar will not be considered.
Offers submitted in hard copy will not be considered.
